The Appendix A of the solicitation documents provides the Office of Supplier Diversity & Inclusion's prime preferences for MBE/SLBE firms or MBE/SLBE subcontracting requirements.  When  awarded, this information becomes a part of the contract.  Suppliers should monitor monthly contract compliance to ensure that the subcontractor participation listed in bids or proposals is achieved throughout the duration of a contract.  This requires tracking and reporting subcontractor utilization in the WSSC Water’s Web-Based Compliance System.

Web-Based Compliance System

WSSC Water’s Web-Based Compliance System's primary focus is geared towards monitoring, tracking and reporting subcontracting compliance requirements.  The System tracks the participation of all subcontractors including certified Minority Business Enterprise, Small Local Business Enterprise and Majority-owned firms.

Web-Based Compliance System reporting is a contractual requirement

WSSC Water’s Web-Based Compliance System allows prime contractors to document payments made to subcontractors and allows subcontractors to submit their invoices and validate/accept payments.  Subcontractors must validate payments in the Web-Based Compliance System.
