Thanks to the passage of House Bill 1024, WSSC Water’s PipeER program is expanding. As of July 1, 2024, PipeER will include sewer pipes and diagnostic actions. In addition, the maximum loan that a customer is eligible to receive is now $10,000. The bill also allows WSSC Water to increase the maximum total loans it provides or has outstanding from $1 million to $2 million and fund the program with an additional $100,000 annually, bringing the total to $200,000 per year.

If so, WSSC Water is here to help with the Pipe Emergency Replacement Loan Program (PipeER). PipeER provides a loan to finance the replacement of a leaking residential water or sewer service line. Qualified customers are eligible to receive a loan up to $10,000. PipeER is administered by the WSSC Federal Credit Union (WSSC FCU) in partnership with WSSC Water.

Funds are available on a first-come, first-served basis, each fiscal year until the fund is depleted. Any funds remaining on July 1 each year are donated to the Water Fund, which helps WSSC Water customers pay their water and sewer bills.
Program Eligibility
The WSSC FCU is responsible for underwriting and administering the loans under PipeER. Funds are available on a first-come, first-served basis, each fiscal year until the $200,000 program fund is depleted. Any remaining funds on July 1 each year are donated to the Water Fund, which helps WSSC Water customers pay their water and sewer bills.
To be eligible for the loan program, you must:
- Be a residential customer and owner of the property where the pipe-related work is taking place.
- Have received a WSSC Water 30-day water leak letter/ notification.
- Meet the WSSC FCU’s minimum underwriting standards.
- Obtain two quotes from WSSC Water-registered licensed plumbers for a water service line replacement.
- Sewer line diagnostics may be performed by a WSSC Water licensed plumber without receipt of a quote.
Once approved, the loan amount will be sent directly to a WSSC Water licensed plumber. Any additional cost over the loan amount must be paid by the customer.
