The Washington Suburban Sanitary Commission is a non-profit, public utility. Our rates produce only the revenues needed to support services and operations. Our rate structure is comprised of both variable rates and fixed fees and reflects the costs to provide services to different customers based on their usage characteristics. The Annotated Code of Maryland authorizes a fixed, Ready-To-Serve Charge that represents the fixed costs of delivery of service to customers, regardless of the volume of service used. The Ready-To Serve Charge is comprised of two components: the account maintenance fee and the infrastructure investment fee. Both fees will remain fixed until FY20.
The Account Maintenance Fee (AMF) is a fixed fee that recovers the costs associated with the expenses and overhead of maintaining and servicing each account. These expenses include the cost of purchasing and reading meters; processing readings; generating and mailing bills; collecting payments; and providing customer services. The account maintenance fee ensures that revenue will be received to cover the cost of customer services and meter maintenance. The fee increases as the meter size does because it is more costly to purchase and maintain larger meters.
The amount charged varies according to meter size. The account maintenance for customers with small meters is $64 each year, or $16 each quarter. This $16 fee fully recovers our current maintenance costs associated with a customer's account. The fee appears on each regular monthly, quarterly, or biannual bill; it does not apply to submeters or interconnect meters.

The Infrastructure Investment Fee (IIF) is a fixed fee that funds a portion of the debt service associated with the Commission’s water and sewer pipe reconstruction programs from the approved Capital Improvements Program.
