Kiyon Harley

As Director of the Office of Supplier Diversity & Inclusion, Kiyon Harley leads WSSC Water’s efforts to expand access to contracting opportunities for small, local, and historically underutilized businesses. With nearly two decades of progressive leadership experience, he is committed to leveraging procurement as a tool for shared prosperity—bridging operational excellence with community impact across WSSC Water’s supply chain and the communities it serves.

Kiyon previously served as Division Manager of Procurement Operations & Administration at WSSC Water, where he led initiatives such as supplier engagement, the purchase card program, and oversight of bonds and insurance. Before joining WSSC Water, he served as Chief Compliance Officer for a multibillion-dollar portfolio supporting both private and public agencies including DC Water — providing strategic oversight in procurement, supplier relationship management, and contract and employment compliance.

He earned his bachelor’s degree from the University of Maryland, College Park, studying Government & Politics and Entrepreneurship, and holds an MBA from the University of Maryland University College. 

Outside of work, Kiyon enjoys time with his wife and two children, gardening, exploring new cultures through travel, volunteering in his community, and tackling the never-ending list of home improvement projects—which somehow keeps growing no matter how many he finishes. He also proudly serves as his family’s unofficial chauffeur, supporting his children’s soccer and gymnastics pursuits.
