In 1988, WSSC Water purchased 395 acres in the Avenel area of Montgomery County Maryland for $11 million, 225 acres were conveyed to PGA/TPC at Avenel for $10 for golf course development. WSSC Water retained 170 acres for a potential future Advanced Wastewater Treatment Plant (AWT) and the golf course acted as a buffer. The property purchased by WSSC Water included equestrian facilities and equestrian activities including a barn, riding trails, a riding ring and paddocks. These facilities were operated as a private equestrian center both prior to and after WSSC Water took ownership. In May 2023, the hold-over tenancy of the operator of the equestrian center was ended and, subsequently, after finding significant safety issues, the barn was closed. The barn remains closed and has been fenced off to protect the public and any visitors to the property. The former operator continues to live on the property under a license agreement and WSSC Water has provided alternative temporary facilities for the care and shelter of her horses.
