Justin DeVantier

Deputy Chief of Staff

Justin DeVantier is a collaborative operations and policy leader serving as Deputy Chief of Staff at WSSC Water, where he helps guide organization-wide efforts to strengthen performance, customer service and workforce development. He brings many years of leadership experience across the public and private sectors, including impactful roles at NASA Goddard and within the U.S. Department of Defense, where he developed deep expertise in human capital analytics, strategic planning and cross-functional teamwork.

A proud Morgan State University graduate with a Bachelor of Social Work, Justin grounds his leadership approach in service, empathy and community impact. A retired U.S. military officer and mentor, he is known for being thoughtful, clear and focused on helping teams excel.

At WSSC Water, Justin leads major initiatives, including the Workforce Development strategic plan, the WSSC Water Data Center Task Force, POA&M-based accountability systems, and regional, national and international partnerships—advancing our “Smart One Water” vision.
