Helen Hagos
As Director of the General Manager’s Office of Performance and Accountability (GMOPA) at WSSC Water, Helen leads the implementation of the Strategic Plan, oversees STAT programs and departmental performance reviews, and drives the utility’s enterprise risk management efforts.
A dedicated leader, mentor and lifelong learner, Helen is passionate about team building, developing talent and cultivating a culture of self-reflection, authenticity and continuous improvement. She is known for providing thoughtful guidance and strategic direction and empowering teams to achieve their goals while growing personally and professionally.
Before joining WSSC Water, Helen spent a decade at DC Water, where she held several roles and notably led the establishment of the organization’s first Enterprise Risk Management program. Her reputation reflects strong leadership, a collaborative spirit and the ability to drive strategic initiatives that produce measurable outcomes.
Helen holds a BA in International Politics with a minor in Psychology and an MS in Conflict Analysis and Resolution from George Mason University. She adds depth through certifications in Project Management, Risk Management and Change Management, reflecting her thoughtful, structured approach to driving change.
Outside of work, Helen especially loves cooking and baking for her two foodie kids and husband and creating meaningful moments with her family.
