Laurel, Md. – October 15, 2025 – Today, WSSC Water Commissioners welcomed Jeffrey M. Seltzer as the newest member of the Board of Commissioners. A Professional Civil Engineer with more than three decades of experience in environmental restoration and resource management, Seltzer was appointed Commissioner by Montgomery County Executive Marc Elrich and sworn in on October 3, 2025. Today was his first meeting.

Seltzer joined Montgomery County’s Department of Environmental Protection (DEP) in 2024 as Deputy Director after serving 14 years in leadership roles for the District of Columbia’s Department of Energy and Environment (DOEE), including as Deputy Director. Since joining DEP, he has managed the department’s operations and new initiatives, such as overseeing the development of a new Zero Waste Programs Division, and supporting DEP’s watershed recreation, energy, climate and compliance programs.

“As a civil engineer and environmental professional, I’m eager to apply my experience advancing sustainability and protecting natural resources to help support WSSC Water’s mission of protecting public health and safeguarding the environment,” said Jeffrey Seltzer. “I’m grateful to County Executive Elrich for providing me this opportunity and I look forward to working with my fellow colleagues as we fulfill our responsibility to manage public funds with the utmost care on behalf of our 1.9 million customers.”

Prior to his work with DEP and DOEE, Seltzer held positions in both the public and private sectors, focusing on environmental restoration and resource management. He earned a Bachelor of Science degree from Pennsylvania State University and is a graduate of The George Washington University Executive Leadership Program.

Seltzer replaces Fausto Bayonet, who served as a WSSC Water Commissioner representing Montgomery County since June 2015.

Six Commissioners, three from each county, govern WSSC Water. Five Commissioners (three from Prince George’s County and two from Montgomery County) are appointed by their respective county executives and confirmed by their county councils.
