Laurel, Md. – November 20, 2025 – WSSC Water is proud to introduce the Sustainable Sewer Solutions, or S3 Program, a multi-year initiative to enhance and upgrade critical sewer infrastructure across Prince George’s and Montgomery counties.

Work includes replacing or rehabilitating aging sewer mains and repairing manholes throughout both counties. Numerous S3 sewer contracts were approved by WSSC Water Commissioners at their October meeting. The program is funded through loans and grants via the Maryland Department of the Environment (MDE).

“When we modernize aging systems, we're doing more than just fixing pipes. We are strengthening the foundation of our economy, protecting our waters, and creating jobs," said Maryland Department of the Environment Secretary Serena McIlwain. "This investment in WSSC Water’s Sustainable Sewer Solutions Program is an investment in the health of our people, our communities, and our Chesapeake Bay.”

By addressing long-standing sewer infrastructure needs, the S3 Program offers many benefits:

  • Enhances service reliability
  • Protects the environment and public health
  • Strategically rehabilitates aging sewer infrastructure
  • Decreases sanitary sewer overflows and basement backups
  • Safeguards local waterways, including the Chesapeake Bay

In the first phase, 60 sewer projects are included in the S3 Program, 30 in Prince George’s County and 30 in Montgomery County, covering approximately 116.5 miles of pipeline. Work is under way now on several projects and, by winter 2026, all current S3 projects are expected to be under construction.

“We are grateful to the Maryland Department of the Environment for their partnership in support of our S3 Program,” said WSSC Water General Manager and CEO Kishia L. Powell. “Together, we are rebuilding beneath so our communities can thrive above.”

There is a total of $209.6 million in initial program funding that consists of $153.9 million through the MDE Water Quality Revolving Loan Fund and $55.7 million from the MDE Bay Restoration Fund Wastewater Grant. Coordination with MDE continues to secure additional funding for project expansion.
