Laurel, Md. – September 18, 2024 – Today, WSSC Water Commissioners welcomed Jonathan Powell as the newest member of the Board of Commissioners. A project manager with the United States Navy, Powell was appointed Commissioner by Montgomery County Executive Marc Elrich and approved by the Montgomery County Council on July 30, 2024. Today was his first meeting. 

Before joining the Navy, Powell was a project manager at General Dynamics from 2017 to 2021. In that role, he was responsible for tasks for multiple sponsors, including Undersea Technology, New Construction Submarines and In-Service Submarine Support. His previous work experience includes project and program management positions at CACI International, Inc. and IBM.   

“My background in systems engineering, business and a track record of public service will enable me to hit the ground running as a WSSC Water Commissioner,” said Jonathan Powell. “I am looking forward to collaborating and serving with my fellow Commissioners to achieve our Smart One Water Mission. I’m grateful to County Executive Elrich and members of the County Council for entrusting me to uphold this position of public trust.”  

Powell previously served on the Board of Directors for the Montgomery County Revenue Authority for 18 years, culminating in his role as Treasurer. He has also contributed to academia as an adjunct professor at the University of Maryland, Baltimore County, teaching project management and leadership to graduate students. 

Powell holds a Bachelor of Science in Systems Engineering from the U.S. Naval Academy, a Master of Business Administration from the University of Maryland and a Master’s Certificate in Project Management from George Washington University.   

Powell graduated from the Naval Academy and served as a Submarine Officer in the Navy from 1994 – 2001, receiving several commendations for his service.   

Powell replaces Howard Denis, former State Senator and Montgomery County Council member, who served as WSSC Water Commissioner since January 2016.
