Laurel, Md. – June 21, 2023 – Regina Y. Speed-Bost was unanimously elected WSSC Water Commission Chair at today’s monthly Commission meeting. Speed-Bost has represented Prince George’s County as a Commissioner since March 2022.

A Prince George’s County resident for over 40 years, she earned her Bachelor of Arts degree from Dartmouth College and Juris Doctor from the Georgetown University Law Center. She began her legal career at the Federal Energy Regulatory Commission and has represented various entities on federal and state energy regulatory matters for more than 30 years.

“I want to thank County Executive Angela Alsobrooks and my esteemed colleagues for the trust they have placed in me to serve as Chair of an organization dedicated to public health and environmental protection,” said Speed-Bost. “As Chair, I look forward to working with management to maintain our strong financial position as we invest in the reliability and resilience of our critical infrastructure. I also pledge to support our hardworking employees, Team H2O, as we fulfill our clean-water mission for our 1.9 million customers.”

Commissioners also unanimously voted T. Eloise Foster as Vice Chair. She represents Montgomery County and has been on the Board of Commissioners since June 2016, serving as Chair once and Vice Chair twice.

Foster has more than three decades of experience in the public sector, where she developed fiscal policy and management expertise. She was appointed as the Secretary of Budget & Management in 2000 and became the first African-American woman in the nation to hold this statewide office. She returned to this role under then-Governor Martin O’Malley, serving from 2007-2015.

Six Commissioners govern WSSC Water, Maryland’s largest water utility, which has a Fiscal Year 2024 $1.6 billion operating and capital budget. Three Commissioners are Montgomery County residents and three are Prince George’s County residents. Commissioners are appointed by their respective county executives to four-year terms and confirmed by their county councils.
