Effective Date

Beginning August 10, 2026, applicants must submit all required applicant-built construction package documents electronically through ePermitting Customer Self-Service (CSS).

Upload each document as a PDF using the file names provided in this guide.

Applicant-Built Permit Submissions

Use these instructions for the following permit types:

  • Service Connection (SC)
  • Abandonment (AB)
  • Meter Vault (MV) 

Step 1: Submit the Permit Application

Complete and submit the permit application through ePermitting CSS.

Step 2: Wait for the Invoice

Permit Services will review the application and generate an invoice.

Step 3: Pay the Invoice

Pay the invoice before continuing with the submission process.

Step 4: Upload the Construction Package

After the permit is issued, upload the following PDF files to each associated SC, AB, or MV permit in CSS.

Construction Permit

Upload the construction permit as a separate PDF.

Required file name: Construction-Permit

Bonds and Certificate of Insurance

Combine all bond documents and the Certificate of Insurance into one PDF.

Required file name: BondsandCOI

Supporting Documents

Combine the following documents into one PDF:

  • Applicant-built checklist
  • Utility contractor letter
  • County or state permits
  • Other supporting documents

Required file name: Supporting-Docs

Plans

Upload each applicable plan as a separate PDF using these file names:

  • Sewer 200-foot sheet file name: 200-sewer 
  • Water 200-foot sheet file name: 200-water
  • As-built plan file name: As-built
  • Construction plan file name: Construction-plan

Step 5: Notify Permit Services

After uploading all required files, email [email protected].

Site Utility and DRP Permit Submissions

Use these instructions for:

  • Site Utility (SU) permits
  • DRP permits

Complete the following steps after the Site Utility or DRP plan is approved.

Step 1: Pay Outstanding Invoices

Pay all invoices identified on the Outstanding Conditions List before submitting the permit package.

Step 2: Upload the Permit Package

Upload the following PDF files to the associated ePermitting plan case through CSS:

Site Utility or DRP Permit

Upload the permit as a separate PDF using the applicable file name:

  • Site Utility permit file name: SU-Permit
  • DRP permit file name: DRP-Permit

Outstanding Conditions List

Upload the Outstanding Conditions List as a separate PDF.

Required file name: OCL

Outstanding Conditions Supporting Documents

Combine all supporting documents related to the Outstanding Conditions List into one PDF.

Required file name: OCL-Docs

Step 3: Notify DSG Intake

After uploading all required files, email #[email protected] to notify DSG Intake that the permit package has been submitted.

DA and DR Permit Submissions 

Use these instructions for:

  • DA permits
  • DR permits

Step 1: Receive the Signed Plan Notification

Do not submit the permit package until you receive notification that the plan has been signed.

Step 2: Pay Outstanding Invoices

Pay all invoices identified on the Outstanding Conditions List before submitting the permit package.

Step 3: Upload the Permit Package

Upload the following PDF files to the associated ePermitting plan case through CSS.

DA or DR Permit

Upload the permit as a separate PDF using the applicable file name:

  • DA permit file name: DA-Permit
  • DR permit file name: DR-Permit

Outstanding Conditions List

Upload the Outstanding Conditions List as a separate PDF.

Required file name: OCL

Outstanding Conditions Supporting Documents

Combine all supporting documents related to the Outstanding Conditions List into one PDF.

Required file name: OCL-Docs

SDC Agreement, When Applicable

When required, upload the SDC Agreement without the notary block as a separate PDF.

Required file name: SDC-Agreement

Step 4: Notify DSG Intake

After uploading all required files, email #[email protected] to notify DSG Intake that the permit package has been submitted.

SDC Credit Agreements that Require Notarization

A construction package that includes an SDC Credit Agreement requiring notarization cannot be submitted electronically.

Submit all required documents to the appropriate WSSC Water office as one complete paper package.
