Lingyi Zhang

Asset Management Division Manager (Acting)

Lingyi oversees the Asset Management Office as the Acting Director, whose mission is to develop and implement world-class asset management strategies and practices to achieve the sustainable infrastructure needed to deliver the highest level of reliable water and wastewater services. She also is responsible for the development, management and implementation of WSSC Water’s Asset Management Program (AMP) initiative

Working with stakeholders, she ensures cross-departmental communication, problem identification and resolution, coordination of the implementation of WSSC Water’s asset management processes and institutionalization of the program. 

Lingyi earned her Ph.D. from Rensselaer Polytechnic Institute in Decision Sciences and Engineering with a dual master’s degree in Applied OR and Statistics. Her bachelor’s degree in Foreign Trade is from Beijing University of Aeronautics and Astronautics. Outside of WSSC Water, Lingyi’s interests include music and reading.
