David Gill
Since October 2023, David has served as WSSC Water’s Chief Health and Safety Officer, where he leads the strategy, programs and partnerships that ensure Safety is Mission Critical across the organization. He is responsible for cultivating a culture that embodies WSSC Water’s core value of caring for and protecting employees, contractors and the community, while meeting or exceeding all federal, state and local occupational safety and health requirements.
His utilities career has taken him from the front lines to senior executive leadership, giving him a deep understanding of operational risks and the realities of field work. Before joining WSSC Water, David served in several leadership roles at DC Water, including Safety Director and Operations Safety Manager, where he strengthened enterprise-wide training, jobsite safety and field operational readiness. Prior to that, he was a Project Health and Safety Manager for CDM Smith, an engineering and construction firm specializing in the water sector and other critical industries.
David is a member of the American Society of Safety Professionals and holds multiple credentials from the Board of Certified Safety Professionals. He is also active in water industry associations, including the Water Environment Federation, where he co-authored two technical publications: The Water Professional’s Guide to Infectious Disease Outbreaks and Protecting Wastewater Professionals from COVID-19 and Other Biological Hazards.
When he’s not ensuring the safety and well-being of Team H2O, David unwinds by casting a line with his wife and enjoying peaceful moments on the Chesapeake Bay.
