Laurel, Md. – September 2, 2026 – The Maryland Board of Public Works (BPW) today approved more than $14 million in loans, loan forgiveness and grants to WSSC Water, helping Maryland’s largest water utility continue its efforts to deliver safe, reliable water and help protect local waterways and the Chesapeake Bay. 

Nearly $12 million in low-interest loans and loan forgiveness from the Drinking Water State Revolving Loan Fund and Water Quality State Revolving Fund will help fund three water main replacement projects and one sewer main replacement project in Prince George’s County. An additional nearly $2.5 million in Bay Restoration Fund grants will support operations and maintenance at five Water Resource Recovery Facilities (WRRF) (formerly known as wastewater treatment plants) in Montgomery and Prince George’s counties.

Powell. “Every dollar of low-interest financing, loan forgiveness and grant funding helps us stretch our capital dollars further, advance critical infrastructure projects and lessen the financial burden on our customers. This partnership is essential as we modernize aging infrastructure, strengthen the reliability and resilience of our systems and continue protecting public health and the Chesapeake Bay for generations to come.”

The nearly $12 million approved for water and sewer main replacement projects includes:

  • Up to nearly $4.8 million for the Larkwood Avenue Water Main Replacement project in Fort Washington in Prince George’s County. The funding includes approximately $4.5 million in low-interest financing and $268,222 in loan forgiveness.
  • Up to $3.6 million for the Rolling Acres Water Main Replacement project in Cheltenham in Prince George’s County. The funding includes approximately $3.1 million in low-interest financing and $453,260 in loan forgiveness.
  • Up to $3.6 million for the Weldon Drive Water and Sewer Main Replacement project in Temple Hills in Prince George’s County. The funding includes approximately $2.8 million in low-interest financing and $792,302 in loan forgiveness. The project includes water main replacement and replacement of a small segment of sewer main.

The projects are part of WSSC Water’s ongoing Water Main Reconstruction Program, which rehabilitates and replaces aging water mains, water meters, service connections and other infrastructure based on factors including age, condition and history of breaks. These investments help ensure the reliable delivery of essential water and wastewater services our customers depend on every day.

The BPW also approved approximately $2.5 million in Bay Restoration Fund grants for operations and maintenance at five WSSC Water WRRFs:

Prince George’s County

  • Western Branch – approximately $1,019,048.60
  • Piscataway – approximately $634,681.14
  • Parkway – approximately $413,500.83

Montgomery County

  • Seneca – approximately $350,505.10
  • Damascus – approximately $65,779.32

WSSC Water collects the Bay Restoration Fund (BRF), levied by the state, and turns it over to the Maryland Department of the Environment (MDE). MDE uses the revenue to fund improvements to water resource recovery facilities throughout the state, including WSSC Water. The BRF is assessed each bill period for residential and commercial customers. WSSC Water customers enrolled in the Customer Assistance Program qualify for an exemption from the BRF.
