Robert (Bob) Maloney

Performance & Accountability Director

Robert (Bob) Maloney is the Director of the Office of Performance and Accountability. 

Bob began his public safety career as a firefighter/paramedic with the Baltimore City Fire Department, starting as a firefighter/paramedic and rising to Chief of Staff. For over a decade, he was the Emergency Manager for the City of Baltimore, responsible for emergency preparedness, homeland security funding and managing numerous large-scale emergencies and events. 

Bob also served as the City of Baltimore’s Deputy Mayor of Emergency Management and Public Safety, where he developed and managed Baltimore’s Violent Crime Reduction Strategy and worked with multiple city agencies to implement Baltimore’s Citistat Performance Strategy. 

From 2017 to 2020, he served as the Senior Director for the Johns Hopkins Medicine Office of Emergency Management, including the Johns Hopkins Healthcare System and School of Medicine, building a program responsible for the system’s successful management of the COVID-19 pandemic. 

Bob previously served on the FEMA National Advisory Council, the Governor’s Emergency Management Advisory Council, the U.S. State, Tribal and Policy Advisory Council, and as vice chair of the Baltimore City Veterans Commission. 

From 2001 to 2007, Bob served in the United States Naval Reserve, serving one tour of duty in Iraq. He earned his bachelor’s degree from Towson University and his master’s in Management Science from Johns Hopkins University.
