Carla A. Reid

General Manager/CEO

Transformer. Innovator. Optimist. Carla began her career at WSSC Water as a civil engineer with a bachelor’s degree in Civil Engineering from Howard University. Over the next 20 years, she held positions on every level of management, from Field Operations Supervisor to Section Manager to Division Manager to Director (of two different departments) to Deputy General Manager. During her first management position, Reid earned her master’s degree in Human Resources Management from University of Maryland, Global Campus.

In 2006, Reid left WSSC Water for 10 years and served in cabinet-level leadership positions in the two counties that WSSC Water serves. She returned to WSSC Water in 2016, as its 12th General Manager and Chief (GM/CEO), leading the 100-plus year water utility in every aspect of its operation; from finance and supply chain management to engineering, environmental stewardship and customer service. She is the first woman to serve in this capacity.

Reid’s three guiding principles – simplify, focus and connect – set the tone to inspire a diverse workforce to become THE world class provider of safe, clean water and essential wastewater services. She fosters a culture of innovation and strives to form lasting partnerships with businesses, environmental advocates and community leaders to strengthen WSSC Water’s brand and reputation. 

As someone whose life goal has always been to do important work, Reid is honored to work in the water sector. A champion of science and math, she inspires people to win, executing with excellence and achieving outstanding results. She’s a cheerleader and the CPR (confidence, persistence and resilience) CEO. A reader of books about self-development, leadership and coaching, Reid lives by Steven Covey’s seven habits of highly effective people. Other than books, Reid loves intimate music venues, unique and unusual artistic things and making her own greeting cards.
