Arthur Elkins, Jr.
As Inspector General, Arthur provides policy direction for, and conducts, supervises and coordinates audits, investigations, and management reviews of WSSC Water operations and programs. The Office maintains independence to ensure that WSSC Water is operating efficiently and that revenue is appropriately accounted for and allocated without any fraud, waste and abuse.
Arthur earned his J.D. from the Cleveland-Marshall College of Law, Cleveland State University; Master of Law from American University Washington College of Law; MBA from Baldwin-Wallace University; and Bachelor of Arts from Thomas A. Edison State University. An active member of the Ohio State Bar, District of Columbia Bar, and the United States Supreme Court Bar, he is also a Certified Fraud Examiner (CFE) and a Certified Board Advisor (CBA).
Arthur previously served as the presidentially-appointed and Senate-confirmed Inspector General for the United States Environmental Protection Agency.
