52013AnnualReportMessagefromtheGeneralManagerChiefExecutiveOfficerToimproveistochange.WinstonChurchillPrimeMinisteroftheUnitedKingdom19401945DearCustomersandOtherStakeholdersInFiscalYear2013myfourthyearatWSSCchangepermeatedeveryfacetofourorganizationhelpingusfulfillourmissiontoprovidesafeandreliabledrinkingwaterandreturncleanwatertoourriversandstreamsaswellasstrengthenouroperationstoensureasustainablefuture.ThisyearsAnnualReportthemeChangeModernizationCollaborationandProgressaddressestheideathatastimegoesbythechallengesfacingourcommunityandenvironmentchangerequiringthatweworktocreatedifferentsolutions.Oneareawherethisapproachismostevidentandwherewemadetremendousprogressistherehabilitationofouraginginfrastructureaswereplaced55milesofoursmallerwaterpipesexceedingourcurrentgoal.TofundthisimportantinitiativethatlookstooptimizeinfrastructureperformanceandhelpsguaranteethedeliveryofcleanwatertoourcommunitywemovedforwardwiththerecommendationsoftheBi-CountyInfrastructureFundingWorkingGrouptoeasetheburdenonourratepayers.Everyyearthe2017deadlinegrowsclosertocompleteourobligationsunderaConsentDecreetorepairthesewersystemandeveryyearwemakeexcellentprogressinthatarea.InthefuturetheseandmanyotherinfrastructureimprovementswillbecomeintegratedinWSSCsDNAaswecontinuetomakeprogressonacomprehensiveAssetManagementPlan.Wehavestreamlinedourcustomerserviceorganizationexpandingourbillpaymentoptionstoincludeafreeonlinepaperlesssystem.OurenvironmentalstewardshiphasgrownaswehaveincreasedourwiderangeofgreeninitiativesandjoinedotherareajurisdictionsinapprovinganupdatedversionoftheBluePlainsIntermunicipalAgreementaprocessthattookovertenyears.ThisdocumentservesasthebusinessagreementbetweenWSSCDCWatertheDistrictofColumbiaFairfaxCountyandMontgomeryandPrinceGeorgescountiesontheoperationoftheBluePlainsWastewaterTreatmentPlantwhichplaysacriticalroleincleaninguptheenvironmentandwhichreceives50ofitsfundingfromWSSC.Ourstrategicworkforcemanagementprogramscontinuetoevolveintheareasofrecruitmentretentionbenefitstrainingandtheuseoftechnology.Allthewhileweveincorporatedinformationtechnologythroughoutalmosteverystrategicprioritywithhelpfromournewfive-yearInformationTechnologyITStrategicPlan.AsweadaptedtotheeconomicchallengesandfiscalrealitiesfacingtheCommissionweleveragedindustrybestpracticestodiversifyourprocurementandsupportvaluablestakeholderrelations.WelaidthegroundworkforatotallynewprocurementstrategySupplyChainManagementwithimplementationtobegininFY14.ThroughoutFY13wekeptWSSCsfinancialstabilityandcost-effectivenessinmindandweproudlymaintainedaAAAbondratingbenefitswepassontoourcustomers.ForWSSCresponsiveserviceandresponsibleleadershiparecriticaltooursuccessandaredemonstratedthroughouttheorganizationatcommunityoutreacheventsduringCommissionmeetingsandthroughourCallCenterrequests.Wehavemademanytechnologicalchangestobettermeetcustomerneeds.TheestablishmentofanewteamCustomerServicesmeanstherewillbeevenmorefocusonthecustomer.AndweinitiatedacompletetransformationofourprocurementprocessasweconverttoSupplyChainManagementdesignedtodrivethecostsoutofbusiness.ReflectingbackonourworkaswellasChurchillsadageToimproveistochangeIwouldliketoexpressmysinceregratitudetothecitizensandbusinessesofMontgomeryandPrinceGeorgescountiesfortheircontinuedconfidenceandtoWSSCsemployeesfortheirhardworkthroughouttheyear.Iamproudofourcollectivededicationtoimproveandadvanceestablishinganevenstrongerfoundationformanysuccessfulyearstocome.SincerelyJerryM.JohnsonGeneralManagerCEO
