52014AnnualReportMESSAGEFROMTHEGMCEOJerryN.JohnsonGeneralManagerCEODearCustomersandOtherStakeholdersItsthereinthemorningwhenyouwakeupmakeyourcoffeeandbrushyourteeth.Thewasteisflushedawaywithoutasecondthought.IfyoureinMontgomeryCountyorPrinceGeorgesCountyitsmostlikelyWSSCismakingthesethingshappen.Weprovidewaterandwastewaterservicesforthemajorityofthe1.8millionpeopleinthesecounties.Cleanwaterandproperdisposalofwastewaterarethefirstlinesofdefenseagainstdiseaseandareimperativeforeconomicgrowthandwell-being.WSSCisagovernmentagencywithanannualbudgetapproaching1.4billion.Morethan95percentofthisbudgetcomesfromourratepayersthepeopleofthecommunitiesweserve.WSSCcontinuallylooksforandemploysinnovativecommonsenseandcost-effectivesolutionstomeetthechallengesfacingouragingsystemsowecancontinuetoprovidecleanreliablewatertothecommunity.Thisincludesinvestingintheinfrastructurethattreatsanddeliverswatertoourcustomers.Approximately10yearsagotheCommissiontookonadifficultbutimportanttasktoreplaceandrepairouraginginfrastructureinparticular5600milesofundergroundwaterpipes.By202550percentofthesepipeswillreachtheendoftheirusefullifespanevidencedbyanincreasingnumberofwatermainbreaksandleaks.ToaddressthissituationinthelastdecadeWSSChasexecutedastrategicplanthathasincreasedthemilesofreplacedwatermainseachyearfromahandfultoourcurrenttargetof55mileseveryyearfortheforeseeablefuture.ParalleltothiswaterstrategyaConsentDecreeledtoa12-yearsewersystemenhancementsimilartomanyundertakenbyutilitiesacrossthecountrywheresewersystemshavebeenneglectedfordecades.WSSCsvigorousapproachhasresultedinmajorimprovementstothesystemaswellasimproveddisposalproceduresforfatsoilsandgreasefromfoodserviceestablishments.Thetotalcostforthisprogramaloneisexpectedtoreach1.4billion.TofinancethesemonumentalinitiativesWSSChasworkedtogainthesupportofkeystakeholdersandbusinessleaderscountyexecutivesandcountycouncils.Perhapsmostimportantlywealsoactivelyengagedourcustomersindiscussionstoexplaintheneed.Thislong-termandongoingcommunicationwithstakeholdersandcustomershashelpedtobuildstakeholderunderstandingandbuy-inofthesemajorinfrastructureinvestments.TheseinvestmentsrequiredWSSCtoimplementsubstantialrateincreasesmorethan50percentoveraten-yearperiod81percentifcompounded.Weappreciatethesupportofallofourstakeholdersespeciallyourcustomerswhounderstandthenecessityasthealternativewouldbeanendlessstreamofpipebreakscausingmajorinconveniencesanddisruptions.TominimizethefinancialburdenonourcustomersWSSCcontinuestolookforwaystocontrolcosts.TheBi-CountyInfrastructureFundingWorkingGroupmadeupofCommissionersofficialsfrombothcountiesandWSSCstaffrecommendedstrategiestohelpreducetheburdenofthesecostlyinitiatives.Oneoftheserecommendationswasrecentlyimplementedlongertermbondfinancingwhichshaved2percentofftherateincreaseinFY14.AnotherareaofprogressisdrivenbyourprocurementgoalswhereWSSChasworkedtoexpandourvendorbasesothatitmoreaccuratelyreflectsthediversityofourcommunityandprovidessmalllocalwomen-andminority-ownedbusinesseswithopportunitiestopartnerwithus.InFY14WSSCpaidwomenandminorityownedbusinesses99.9million20percentofallpaymentsandawardedover228.5million42.3millionmorethanFY13.WSSCalsolaunchedanewprocurementstrategySupplyChainManagementinamajorefforttostreamlinepurchasingandcontractingtolowerourcosts.EverydayasWSSCtakesonnewchallengesweremaintruetoourmissiontoprovidecleanreliablewatertoourcustomersreturnitsafelytotheearthandprotecttheenvironmentbyusingrenewableenergyandadoptingothergreenpractices.Allofthisisundertakeninacost-effectiveresponsiblemanner.AsIlookbackat2014Ibelieveitsevidentthatthemanyinitiativeswelaunchedcontinuedorcompleteddemonstrateourcontinuingcommitmenttoourvaluedcustomers.SincerelyJerryN.JohnsonGeneralManagerCEOJerryN.Johnson 72014AnnualReportENVIRONMENTALSTEWARDSHIPServingOurCommunitiesProtectingOurPlanetMAKINGADIFFERENCEWITHALTERNATIVERENEWABLEENERGYWSSCisanenvironmentalorganizationsoourcommitmenttoprotectingtheenvironmentisattheheartofourmission.Solarpowerwindpowerhydropowerandenergy-efficientequipmentarejustafewofthetechnologiesWSSCemploystoefficientlyuseenergyduringthewaterandwastewaterprocesses.Andwerealwayslookingforinnovativecost-savingwaystomanageourwaterinfrastructureandbetterprotecttheenvironment.UsingGreenPowerNearly17000solarpanelsprovidegreenpowertotwoWSSCwastewatertreatmentplants.Thetwo-megawattMWground-mountedinstallationseachwithnearly8500solarpanelsspanningseveralacresarelocatedattheWesternBranchWastewaterTreatmentPlantinUpperMarlboroandtheSenecaWastewaterTreatmentPlantinGermantown.Bothfacilitieswentonlineinearly2014andaretheresultofapublic-privatepartnershipwithWashingtonGasEnergySystemsandStandardSolarInc.Thisprojectincurrednoout-of-pocketcostsforWSSC.Togetherthesolararraysatthetwoplantsareexpectedtogenerateapproximately6.6millionkWhofsolarenergyeachyearprovidingonaverage17percentoftherequiredelectricityandsavingratepayersapproximately3.5millionoverthelifeoftheagreement.Thesesystemsarealsoexpectedtoreducecarbondioxideemissionsequaltoavoidingtheuseofapproximately358680gallonsofgasolineeachyear.ReducingWasteUsingLessFuelTreatingwaterandwastewaterconsumesatremendousamountofenergy.Infactat2milliondollarspermonthitsoneofourlargestoperatingexpenses.ControllingenergycostsisamajorfactorincontrollingratessoWSSCisalwayslookingforefficienciesandotheremergingtechnologiesthatuselessenergyandfuel.GoingPaperlessOver106000peopleofourtotalcustomerbaseof460000havesignedupforpaperlessonlinebillpayment.ThisfreeserviceisnotonlyconvenientitreducestheamountofpaperusedbybothWSSCandourcustomersanditeliminatespostagecosts.HarnessingthePowerofWindIn2008theCommissionbeganusingelectricitygeneratedbyawindfarminsouthwesternPennsylvaniaforapproximately60000-megawatthoursofpowerayear.WSSCpaysafixedpricefor85percentofthewindfarmsoutputoverthecourseofthe10-yeararrangementendingin2018.Thissmartinvestmentingreenenergyshowsourcommitmenttoprotectingtheenvironment.ByusingdirectwindpowerWSSCisreducinggreenhousegasesreleasedintothemetropolitanareaby38000tonsperyear.Thatstheequivalentofremoving100000carsfromtheCapitalBeltway.EPARecognizesWSSCManagerforLeadershipinEnergyEfficiencyInFebruary2014theEnvironmentalProtectionAgencyEPAhonoredWSSCEnergyManagerRobertTaylorwiththenationalIndividualLeadershipAwardforhisleadershipinenergyefficiencyandgreenhousegasreduction.TaylorsworkhelpedWSSCachieveanannualenergysavingsofcloseto2million.OurClimateLeadershipAwardwinnershavemadegreatstridesinreducinggreenhousegasemissionsandareprovidingleadershipnationwideinmanysectorsofoureconomysaidJanetMcCabeoftheEPAsOfficeofAirandRadiation.Theirapproachesandcommitmenttoreducingcarbonpollutiondemonstratethateffortstoaddressclimatechangearerepaidbysavingmoneyandenergywhilesupportingmorelivableandresilientcommunities.PlanningAheadABuilt-InReviewSystemWSSCsEnvironmentalGroupadministerstheEnvironmentalReviewProgramwhichensuresthatallWSSCprojectsareplannedandimplementedwiththeenvironmentsbestinterestinmind.ThisgroupisinvolvedinWSSCsprojectsfromthestartdedicatedtoeIdentifyingpotentialenvironmentalimpactsfromallWSSCprojectseAvoidingorminimizingadverseimpactsePreservingandprotectingourwaterandforestresources.Ifwedidntconductenvironmentalreviewsduringallphasesofourprojectswewouldriskdamagetothewaterbodiesandforeststhataresomeofourregionsmostimportantnaturalassets.TheEnvironmentalGroupexaminesallpotentialimpactsthroughoutthelifeofeachprojectmakingrecommendationstoensurelittletonooveralleffectontheenvironment.Beinggoodenvironmentalstewardsiscoretoourmission.Solarandwindpowerplayalargeroleinourenergy-efficientapproachestowaterandwastewatertreatmentandwewillcontinuetostayattheforefrontofalternativeenergyandenvironmentallysoundbusinesspractices.Thisbenefitstheenvironmentourbottomlineandourratepayers.Itstherightthingtodo.JerryJohnsonGeneralManagerandCEOWSSC 152014AnnualReportINVESTINGINTHEFUTUREMakingInvestmentsthatMakeaDifferencefromPipestoTechnologyMAKINGCRITICALINVESTMENTSWaterisapreciousresourceonwhichweallrely.ThereisnogreaterexampleofWSSCscommitmenttothecommunitythanthenetworkofpipesthreadedthroughouttheregionbringingthisresourcetoourcustomers.ToensurewaterissafelybroughttoourcustomersWSSCinvestsinmaintainingrepairingandorreplacingpipesaswellasdevelopingandadoptinginnovativeideasandtechnologythatimproveourinfrastructure.Insupportofthismissionapproximately10yearsagoWSSCtookonthedifficulttaskofrepairingorreplacingasnecessaryouraginginfrastructureparticularlythe5600milesofundergroundwaterpipes.Thetotalprogramcostisexpectedtoreach3billion.By202550percentofWSSCspipeswillhavereachedtheendoftheirusefullifespan.Thisisevidencedbytheincreasingnumberofwatermainbreaksandleakswhichtopped2100in2007andmorethan17000inthelastdecade.WSSChasexecutedastrategicplanthathasincreasedthemilesofwatermainreplacementeachyearfromjustahandfultoourcurrentannualtargetofreplacing55mileseveryyear.Andwereexceedingthatgoal.Paralleltothispipereplacementstrategyisa12-yearsewersystemenhancementbroughtonbyaConsentDecreewiththeU.S.EnvironmentalProtectionAgencyEPAtheMarylandDepartmentoftheEnvironmentMDEandseveralenvironmentalgroups.Thisinitiativeissimilartoothersundertakenbyutilitiesacrossthecountrywhereagingsewersystemsrequirerepairandorreplacement.Todatewehavereplacedover127milesofsewermainsandlateralpipessincetheinceptionofthedecreeinDecember2005.Ourinvestmentsininfrastructureimprovementsaremakingadifferenceensuringthatyouhaveaccesstothewateryouneedeachandeverydayandthatcleanwaterisreturnedtotheenvironment.WINNINGAWARDSINWATERFILTRATIONTREATMENTWSSCsfiltrationandtreatmentplantsensurewereprovidingcustomerswithcleanwaterandreturningcleanwatertolocaltributaries.Ouraward-winningWaterFiltrationPlantsWFPproduceanaverageof160milliongallonsofsafecleanwatereverydayprovidingthewaterusedbyWSSCs1.8millioncustomersinMontgomeryandPrinceGeorgescounties.WeoperateandmaintainsixWastewaterTreatmentPlantsWWTPwithacapacitytohandle89milliongallonsofwastewatereachday.WSSCiscommittedtoeProducingcleanwaterthatmeetsallregulatoryrequirementsfordischargingtowatersoftheStateofMaryland.eManagingthebiosolidsgeneratedinthetreatmentprocessinanenvironmentallybeneficialmanner.eOperatingandmaintainingnumerouswastewaterpumpingstationsandrelatedinfrastructuretotransportwastewaterwithoutoverflows.AllofWSSCswastewatertreatmentplantsreceivedPeakPerformanceAwardsfromtheNationalAssociationofCleanWaterAgencies.Theseawardsdemonstrateouremployeescommitmenttotheenvironmentandtoprotectingthehealthofourcustomersandthecommunityweserve.WSSCsPotomacandPatuxentfiltrationplantscontinuetoreceivetheAmericanWaterWorksAssociationAWWAPartnershipforSafeWaterAwardwhichrecognizeswatertreatmentanddistributionsystemsforhigh-qualitywaterdeliveredthroughoutthecommunity.INVESTINGINPIPESTakingCareof11000MilesofPipesWSSCisresponsibleformaintaining11000milesofwaterandsewerpipesthatsthedistancefromWashingtonDCtoEgyptandbackEverydayWSSCmustmonitormaintainrepairandsometimesreplacethesepipesalwaysconsideringthepotentialimpactofourworkonthecommunityandtheenvironment.WereAllAboutPipeseWatermainreconstructionThisyearWSSCreplaced60.36milesofpipeexceedingourgoalof55miles.ThatsnearlyaslongastheentireCapitalBeltway.eSewerreplacementInFY14WSSCReplaced27.28milesofsewerpipes.Replaced12.09milesoflateralsewerpipesexceedingourseven-milegoal.LeadingtheWayAcousticFiberOpticsAFOAcousticFiberOpticsAFOprovideuswithanearlywarningsystemdetectingbreaksorleaksinthelargestpipesinoursystem.WebeganinstallingAFOin2007andwerecurrentlyworkingon36-to48-inchpipeshavingalreadyinstalledthistechnologyinover80milesofourlargepipes. 16InvestinginourCommunityAd-HocCommitteeCompletesWorkCitesWSSCExpertiseWSSCestablishedtheAd-HocCommitteeonLargeDiameterWaterMainstodevelopasetoffullyinformedrecommendationstosubmittoWSSCCommissionersforhowtopreventandmitigatePCCPfailuretodayandinthefuture.ConsistingofrepresentativesfromthecouncilsandexecutiveofficesfrombothcountiesWSSCstaffprivatecitizensandrelatedgovernmentagenciestheAdHocCommitteegainedagreaterunderstandingofrisksinvolvedwithPCCPpipeandWSSCsexpertiseinprovidingsolutionswhilebuildinggreatertrustandcommunicationsamongthedisparateagenciesinvolvedinbothcounties.TheCommissionvotedtoacceptthereportandtorevieweachofthe21recommendations.INVESTINGINTECHNOLOGYWSSCisamajorinnovatorinthedevelopmentanduseofnewtechnology.WereinthesecondyearofWSSCs5-YearITStrategicPlanwhichoutlinesourplantoleveragetechnologytoprovidefirst-ratereliablecustomerservicegreaterbusinessefficiencyandgrowthandeffectivestewardshipoftheenvironment.UsingTechnologytoShareCriticalInformationWSSCisspearheadingtwoprojectstosharecriticalinformationaboutplannedprojectsaswellasreal-timebreakandleakinformationwithkeystakeholders.eAgencyProjectCoordinationToolWSSCinconjunctionwithMontgomeryCountyisservinginaleadroleinamulti-agencyefforttosharedataonfutureprojectstobettercoordinateeffortsbetweenutilitiescountyentitiesandstateagencies.Theprimarypurposeofthecollaborationistoensurethatdiggingupandrepavingroadsiskepttoabareminimum.Nearlyonedozenagenciesareonboardwiththisprojectwhichwillprovideasearchabledatabaseandcorrespondingmaptoensureallpartiesinvolvedareawareofongoingandfutureworkinthearea.eOutageManagementSystemOMSWhenanypartofourwaterdistributionsystemisoutofserviceeitherbecauseofplannedconstructionworkoranemergencyshutdownitcanaffecthundredsofpeople.InanefforttoshareimportantinformationwithemergencyplannersandpublicworksofficialsinbothMontgomeryandPrinceGeorgescountieswecreatedtheOutageManagementSystemOMS.Thisonlineapplicationsendsoutanotificationtotheappropriateofficialswhencriticalassetslargewatermainsstoragetanksorwaterpumpingstationsinourwaterdistributionsystemintheirareaareoutofservice.TheycanthenlogintoOMSfordetailsonthespecificnatureoftheoutageincludingthenumberofresidentsaffectedandtheapproximateamountoftimeitwilltaketoreturnthatassettoservice.TEAMSIncreasingEfficiencywithTechnologyInFY14WSSCimplementedtheTotalEnterpriseAssetManagementSystemTEAMSwhichhelpsusbetterutilizeallofourassetsneededtoproduceanddeliverwatertoourcustomers.TEAMSisreplacingtheexistingpaper-basedtrackingprocesswithafullyautomatedonlinedatabase.TEAMSisbeingrolledoutatourtwowaterfiltrationplantsaswellaswithfieldcrewsworkingtomaintainandrepairourmassivewaterpipesystem.NowinsteadofhavingtofindfoldersinfilecabinetslocatedinaphysicallocationemployeeswhoneedtocheckonthewhereaboutsofspecificassetscanchecktheTEAMSsystemforaninstantaneousanswer.Fieldcrewscaninputworkordersfromtheirmobiledevicesfromajobsiteorascertainthestatusofongoingprojectsanywhereatanytime.Thisimprovementinefficiencywillsavemoneyaswellasimproveourservicebyreducingtheoveralltimeittakestocarryoutandcompleteprojects. 212014AnnualReportLOOKINGFORWARDPlanningAheadWecontinuetomoveforwardwithourstrategicplanaswelookforwaystobetterserveourcustomersandinvestininitiativesthatbenefitourcommunityandtheenvironment.PartofWSSCscoremissionistoprovideworld-classservicetothecustomersweserve.Recognizingourneedforimprovementinthisareawebroughtinanationallyrecognizedexpertincustomerservicetoconductanassessmentofourcontactcenter.Someoftherecommendationsaresweepingandrequiremajorinitiatives.SomewilltaketimebutourcustomerswillnoticesomechangesinFY15.Wealsohavearesponsibilitytoupdateandupgradethewayweconductbusinessinanefforttocontrolcostsinastrategicmanner.Cost-cuttingdoesnotmeansacrificingahighqualityofworkandwewillcontinuetomaintainindustrystandards.AsmentionedpreviouslyinFY14WSSCbeganimplementationofSupplyChainManagementSCMandearlyresultsindicatesignificantsavings.InFY15WSSCwillmovetowardfullimplementationofSCMwithanexpectationofalargereturnonourinvestmentbetterefficiencyandmorevalueforourcustomersdollars.Whilewevecomealongwaytowardrebuildingandsecuringourundergroundwaterinfrastructurewestillneedamorepredictableandreliablewaytofinancetheseefforts.Likemanyutilitiesacrossthenationwefacelowerwaterconsumptionandinturnlowerrevenueyetcostscontinuetoincreaseandtheneedtorepairandreplacetheaginginfrastructureremains.Wehaveproposedchangestoourbillingstructuretoensurethatwecanpayforinfrastructurerepairsandmaintenancethatarecriticaltoourabilitytoprovidewatertoourcustomers.GuidedbyrecommendationsoftheBi-CountyInfrastructureFundingWorkingGroupthiswillcontinuetobeapriorityfortheCommissioninthecomingyear.WSSCexpectsratestocontinuetorisebuthopefullyatalowerrate.TohelplessenthefinancialburdenonourcustomersinFY15wererequestingpermissionfromtheMarylandGeneralAssemblytoenactaCustomerAssistanceProgramforcustomerswhomightneedassistance.Treatingwaterandwastewaterconsumesatremendousamountofenergy.Infactat2millionpermonthitsoneofourlargestoperatingexpenses.Controllingenergycostsisamajorfactorincontrollingrates.SoWSSCisalwayslookingforefficienciesandotheremergingtechnologiestouselessenergyandfuel.Aspartoftheseeffortsweremovingforwardonaprojectutilizinganaerobicdigestiontoreduceenergyandbiosolidsmanagementcostsatourwastewaterplants.ThisprocesscouldallowWSSCtoloweritsdependenceoncarbon-basedfuelswhilereducingtheamountofsolidsproducedattheplants.Wellessentiallybeabletorepurposeandsellbiosolidsaswellasusemethaneproducedduringtheprocesstoprovidefueltopowertheplant.Weareproudtobeamongthefirstutilitycompaniestousethistechnology.MaintainingandenhancingthehealthoftheChesapeakeBayremainsafederalstateandlocalpriority.Bytheendof2015WSSCwillcompleteonefourmajoreffortstowardscleaningupthebaywhenthelastofourwastewatertreatmentplantswillbeequippedwithEnhancedNutrientRemovaltechnology.Waterisnotonlythenumberonedefenseagainstdiseaseitsaprimaryrequirementtofueleconomicdevelopment.Theconstructionofthe146millionBi-CountyWaterTunnelisalmostcomplete.Thistunnelhousesanew5.3-milewaterpipelinetomeetfuturewaterrequirementsforMontgomeryandPrinceGeorgescounties.ThepipelinewillconnecttwoexistingwatermainsthefirstnearI-270andTuckermanLaneandanotherinRockCreekParkatStoneybrookDriveandBeachDrive.Thenewpipelinescapacitywillbe100milliongallonsofwateradayanditwillbeginflowinginthecomingyear.InvestmentslikethesemakeabigdifferenceinthefuturebyupdatingourinfrastructurewereensuringthatwellbeabletocontinuetoprovideMontgomeryandPrinceGeorgescountieswithsafereliablewaterandwastewaterservicesforgenerationstocome.TheviewfromthebottomofanaccessshaftfortheBi-CountyWaterTunnelwhichrunsfromI-270intoPrinceGeorgesCounty.
