16InvestinginourCommunityAd-HocCommitteeCompletesWorkCitesWSSCExpertiseWSSCestablishedtheAd-HocCommitteeonLargeDiameterWaterMainstodevelopasetoffullyinformedrecommendationstosubmittoWSSCCommissionersforhowtopreventandmitigatePCCPfailuretodayandinthefuture.ConsistingofrepresentativesfromthecouncilsandexecutiveofficesfrombothcountiesWSSCstaffprivatecitizensandrelatedgovernmentagenciestheAdHocCommitteegainedagreaterunderstandingofrisksinvolvedwithPCCPpipeandWSSCsexpertiseinprovidingsolutionswhilebuildinggreatertrustandcommunicationsamongthedisparateagenciesinvolvedinbothcounties.TheCommissionvotedtoacceptthereportandtorevieweachofthe21recommendations.INVESTINGINTECHNOLOGYWSSCisamajorinnovatorinthedevelopmentanduseofnewtechnology.WereinthesecondyearofWSSCs5-YearITStrategicPlanwhichoutlinesourplantoleveragetechnologytoprovidefirst-ratereliablecustomerservicegreaterbusinessefficiencyandgrowthandeffectivestewardshipoftheenvironment.UsingTechnologytoShareCriticalInformationWSSCisspearheadingtwoprojectstosharecriticalinformationaboutplannedprojectsaswellasreal-timebreakandleakinformationwithkeystakeholders.eAgencyProjectCoordinationToolWSSCinconjunctionwithMontgomeryCountyisservinginaleadroleinamulti-agencyefforttosharedataonfutureprojectstobettercoordinateeffortsbetweenutilitiescountyentitiesandstateagencies.Theprimarypurposeofthecollaborationistoensurethatdiggingupandrepavingroadsiskepttoabareminimum.Nearlyonedozenagenciesareonboardwiththisprojectwhichwillprovideasearchabledatabaseandcorrespondingmaptoensureallpartiesinvolvedareawareofongoingandfutureworkinthearea.eOutageManagementSystemOMSWhenanypartofourwaterdistributionsystemisoutofserviceeitherbecauseofplannedconstructionworkoranemergencyshutdownitcanaffecthundredsofpeople.InanefforttoshareimportantinformationwithemergencyplannersandpublicworksofficialsinbothMontgomeryandPrinceGeorgescountieswecreatedtheOutageManagementSystemOMS.Thisonlineapplicationsendsoutanotificationtotheappropriateofficialswhencriticalassetslargewatermainsstoragetanksorwaterpumpingstationsinourwaterdistributionsystemintheirareaareoutofservice.TheycanthenlogintoOMSfordetailsonthespecificnatureoftheoutageincludingthenumberofresidentsaffectedandtheapproximateamountoftimeitwilltaketoreturnthatassettoservice.TEAMSIncreasingEfficiencywithTechnologyInFY14WSSCimplementedtheTotalEnterpriseAssetManagementSystemTEAMSwhichhelpsusbetterutilizeallofourassetsneededtoproduceanddeliverwatertoourcustomers.TEAMSisreplacingtheexistingpaper-basedtrackingprocesswithafullyautomatedonlinedatabase.TEAMSisbeingrolledoutatourtwowaterfiltrationplantsaswellaswithfieldcrewsworkingtomaintainandrepairourmassivewaterpipesystem.NowinsteadofhavingtofindfoldersinfilecabinetslocatedinaphysicallocationemployeeswhoneedtocheckonthewhereaboutsofspecificassetscanchecktheTEAMSsystemforaninstantaneousanswer.Fieldcrewscaninputworkordersfromtheirmobiledevicesfromajobsiteorascertainthestatusofongoingprojectsanywhereatanytime.Thisimprovementinefficiencywillsavemoneyaswellasimproveourservicebyreducingtheoveralltimeittakestocarryoutandcompleteprojects.
