PUBLIC NOTICE OF SIGNIFICANT INDUSTRIAL USER POLLUTION VIOLATION(S)

In accordance with the General Pretreatment Regulations (40 CFR Part 403), the Washington Suburban Sanitary Commission (WSSC Water) administers the Industrial Discharge Control Program to regulate the discharge of pollutants to the sanitary sewers in Prince George's and Montgomery counties. The program's purpose is to protect the environment, to prevent interference of wastewater operations, to prevent the pass-through of pollutants into local waterways, and to ensure the quality of treatment plant sludge.

During the 2019 evaluation period (October 2018-December 2019), the following industrial users were found to be in significant noncompliance (SNC), as defined in 40 CFR 403.8(f)(2)(viii), with the United States Environmental Protection Agency's National Pretreatment Standards and/or WSSC Water's Industrial and Special Waste Regulations.

Emergent BioSolutions (9920 Medical Center Drive, Rockville, MD 20850) violated the permitted monthly average discharge limitation of acetone for the month of September 2019. This violation constitutes a Technical Review Criteria (TRC) SNC for the April-September 2019 evaluation period. Enforcement actions included a Notice of Violation (NOV), a compliance directive, and additional monitoring. Compliance status is pending as of the publication date.

Marva Maid – Landover (1805 South Club Drive, Landover, MD 20785) violated the permitted daily maximum limitation for Fats, Oils and Grease on the following dates in 2019: 5/15, 5/16, 7/19, 8/12, 11/19, 12/3, 12/4, 12/5, and 12/6. These violations constitute TRC SNC for the January-June 2019 and July-December 2019 evaluation periods. Enforcement actions included NOVs, a compliance directive, additional monitoring, and civil citations. Compliance status is pending as of the publication date.

NASA/Goddard Space Flight Center (8800 Greenbelt Road, Greenbelt, MD 20771) violated the permitted monthly average discharge limitation of nickel for the month of July 2019. This violation constitutes a TRC SNC for the July-December 2019 evaluation period. Enforcement actions included an NOV, a compliance directive, and additional monitoring. Compliance status is pending as of the publication date.
