WSSC Fills Important Leadership Positions
New Chief Financial Officer, Utility Services Team Chief and Senior Staff Director add to Carla Reid’s senior management team

Laurel – June 27, 2016: WSSC today announced that three new members have joined the senior leadership team, adding significant experience to the Commission’s staff. Joe Beach will serve as the Chief Financial Officer; Damion Lampley the new Utility Services Team Chief; and, Jaclyn Vincent is the new Senior Staff Director. All three will begin their new roles today.
“I am delighted to announce these three new additions to our leadership team,” stated Carla A. Reid, WSSC’s GM/CEO. “My goal is to shape the Commission into a world class organization, focused on customers first. These three outstanding professionals will go a long way towards reaching that goal.”
As Senior Staff Director, Jaclyn Vincent will help facilitate communication and collaboration with all of our stakeholders, including employees, customers, senior leaders and the general public. She has extensive experience in engaging stakeholders, project management and policy development. Her most recent positions include Assistant Director for Policy and Planning at the Maryland Lottery and Gaming Control Agency and Senior Policy Advisor to Speaker Michael Busch, Maryland House of Delegates. Jaclyn has a master’s degree in Education from the University of Maryland at College Park and she holds a J.D. from the University of Baltimore. She is a member of the Maryland Bar and served as an ex officio member of the Governor’s Small Business Task Force in 2009.
Joe Beach comes to WSSC from Montgomery County Government, where he held the positions of Assistant Chief Administrative Officer, Office of Management and Budget Director and, most recently, Finance Director. As Finance Director, Beach was responsible for directing all of the activities of the county’s Department of Finance including issuing debt, revenue collection, risk management, preparation of financial statements and developing and implementing sound fiscal policies. A graduate of the University of Michigan, Joe also holds a master’s degree in Public Affairs from the George Washington University and a J.D. from the University of Baltimore. He was admitted to the State Bar of Maryland in December 1995.
Damion Lampley has both public and private sector experience performing design and construction services for several design consulting firms; as well as serving as a manager in the Operations and Maintenance Department at DC Water. He most recently served as Deputy Director of Operations and Maintenance at Prince William County Service Authority in Woodbridge, Virginia. Lampley holds a bachelor’s degree in Civil Engineering from Louisiana State University and is a registered Professional Engineer.
