WSSC Names Todd Allen Director of Human Resources

Brings Public and Private Sector Experience to Commission

Laurel – September 23, 2014: Todd Allen joins WSSC as the new Director of Human Resources. He will provide leadership and coordination in the planning, development and implementation of WSSC’s corporate HR strategy. His office will help WSSC attract, develop and retain the best workforce required to achieve the Commission’s mission.

Allen brings more than 25 years of experience as a human resource leader, consultant and trainer for both the public and private sector. He began his career as an industrial psychologist working at a plant that produced submarines. Most recently, he was the head of human resources for Howard County Government, where he oversaw a large HR team and function similar to WSSC. He also served as Chairman of the Howard County Government Retirement Plans and Health and Wellness Programs. He has taught a wide range of courses at the collegiate level and has served as a consultant to several Fortune 500 companies.

Allen earned a Master of Science in Human Resource Management from University of Maryland, University College, completed a Morgan State University Doctoral Fellows Program, is a certified employee benefits specialist (Wharton School of Business) and a certified Senior Professional in Human Resources. In 2009, Allen was awarded “Human Resource Executive of the Year” for the regional Local Government Personnel Associations of Virginia, Maryland and Washington D.C. area. Allen shares that he is “extremely excited to join this great organization with great people who provide such a critical and valuable service for our community.”
