This Department, led by the Utility Services Department Chief, is comprised of the Utility Services North, West, Central, South; Meter Services, Utility Services Learning and Development Division, Water/Wastewater Systems Assessment Divisions, and the Emergency Services Center.

Deputy Director of Utility Services

The Deputy Director of Utility Services provides assistance and support for planning, directing, coordinating and supervising the repair and maintenance of water distribution and wastewater collection systems assets as well as meter operations. The Deputy serves as the principal assistant to the Department’s Director.

NADIR AL-SALAMThe primary objectives of this Division are, to have an accurate accounting of water use (primarily through regular meter maintenance), to reduce the number of sewer backups and overflows, the timely repair of broken water mains and sewer mains or backed up sewer mains and all of their associated house connections.

 

 

WESLEY MCBRIDE

Utility Services Anacostia Depot (Central) Division Manager

The primary objectives of this Division are, to have accurate accounting of water use (primarily through scheduled meter readings and regular meter maintenance), to reduce the number of sewer backups and overflows, the timely repair of broken water mains and sewer mains or backed up sewer mains and all of their associated house connections.

 

 

LICETTE VILLAFANE (Acting)

The primary objectives of this Division are, to have accurate accounting of water use (primarily through scheduled meter readings and regular meter maintenance), to reduce the number of sewer back ups and overflows, the timely repair of broken water mains and sewer mains or backed up sewer mains and all of their associated house connections.

 

 

GLEN DIAZ

Water/Wastewater Systems Assessment Division Manager

Calvin Farr

The Water/Wastewater Systems Assessment Division is responsible for the proper maintenance and operation of the wastewater collection and the water transmission & distribution systems.  Wastewater responsibilities include sewer pipe cleaning, line blockage analysis, closed circuit televising (CCTV) of pipes, inspection of trunk sewer lines, flow monitoring, pipeline rehabilitation and replacement recommendations, design and construction support, and Sewer System Evaluation Surveys (SSES).  Water responsibilities include small and large valves exercising and repairs; metallic water mains condition assessment and prioritization for replacement, and Pre-stressed Concrete Cylinder Pipe (PCCP) condition assessment and monitoring.

 

BRIAN DAVIS

This Division is responsible for developing and implementing the Utility Services Department training program; keeping the Utility Services Department abreast of the changes taking place in the industry; suggesting course of direction to keep the Department on the cutting edge; and coordinating with the Operations Office to ensure that the Utility Services Department initiatives are in line with those of the corporate Team.

 

DERRICK PHILLIPS

Meter Services Division Manager

Derrick Phillips

This Division is responsible for supporting the Divisions under the Utility Services Department and managing the Department's contracts. This Division's work focuses on preventive maintenance such as ensuring that water/sewer lines are replaced in a timely fashion, modernizing metering system technologies, and Fire Flow Tests, and the Discolored Water Program.


WARREN MCHENRY

Pipeline Infrastructure - Strategic Planning Division Manager

This Division manages and administers the activities of the Pipeline Infrastructure division including providing direction for the division. Responsibilities include supervising employees responsible for the development of linear buried infrastructure asset management plans, and the review and implementation of business improvement activities. This division's work provides strategic decision support for operations and tasks affecting the infrastructure to maintain acceptable levels of service, and Commission operating standards.
