What is a Theft of Service?

A Theft of Service may include someone improperly obtaining water from a fire hydrant without a meter or illegally obtaining water through the use of a device that bypasses a meter in a home or business.

Any theft of service or other illegal activity can be reported 24 hours a day to the WSSC Police Department at 301-206-8888.

Additionally, the Commission’s Fraud, Waste and Abuse Hotline can be utilized in the reporting illegal, unethical, or suspicious behavior.

What is the Fraud, Waste and Abuse Hotline?

The Fraud, Waste and Abuse Hotline is managed by Internal Audit for the Washington Suburban Sanitary Commission.
The Fraud, Waste and Abuse Hotline allows callers to report the theft of water or any activity they believe to be illegal, unethical or suspicious through a third-party vendor called The Network.

What other situations are included in the program?

Illegal dumping of material or chemicals into waterways within the WSSC Sanitary District; incidents of employee misconduct; and other related situations can be reported to the hotline.

How can I report a Theft of Service, illegal dumping, or other crime?

If the crime is an emergency involving danger or injury, dial 911 immediately.  Otherwise, there are several ways to report.  

Contact the WSSC Police Department directly at 301-206-8888. Information will be taken by a call taker and a police officer will respond to investigate the situation.

Or

Call the Fraud, Waste and Abuse Hotline toll free 1-877-WSSCFWA (1-877-977-2392).  Calls are not traced and Caller ID is not used.  Information will be obtained by a call taker and information forwarded to the WSSC Police Department or other Commission unit for investigation.  

Are reporting hours restricted?

No.  Incidents may be reported 24 hours a day.

What do I do if I see someone getting water from a fire hydrant?

While obtaining water from a fire hydrant may be legal in many cases, you should look for something specific to be able to tell if they are taking water illegally.  If a person or company has a hose attached up to the fire hydrant, look for a fire hydrant meter.  The WSSC water meters come in two sizes but they all have the same brass color.  Most meters are connected directly to the hydrant, then to a water hose of some type, but some may be connected directly to a water truck, with the hose leading from the meter directly to the hydrant.

If you see someone taking water from a fire hydrant without a fire hydrant meter, contact the WSSC Police Department immediately at 301-206-8888.  A patrol officer will be dispatched to investigate the situation. 

Do I have to give my name?

No.  While it could be helpful to have to obtain additional information concerning the incident, complaints may be made anonymously.   

What do I do if I find lost or stolen WSSC property?

It is illegal to possess or convert to your own use property that is lost or stolen from the WSSC. Please contact the WSSC Police Department at 301-206-8888 to report the discovery of any property you believe to be lost or stolen from the WSSC.
