Job Description -
GENERAL SUMMARY: Manages the activities of the WSSC's Fats, Oils, and Grease (FOG) Program. Work is performed under the general direction of the Regulatory Services Group Leader, with significant latitude for independent judgment and decision making. Supervision is exercised over professional employees and administrative support staff.
ESSENTIAL FUNCTIONS: Plans, directs, administers, and supervises the investigation, monitoring, permitting, compliance review, and enforcement activities of the FOG Program to ensure WSSC compliance with Consent Decree requirements; Plans and directs the compilation of periodic compliance reports for the FOG Program required by the Consent Decree; Directs the regulatory program response to sanitary sewer overflows resulting from grease blockages; Develops and ensures compliance with policies related to the implementation of FOG treatment, maintenance, best management practices, and residuals management for Food Service Establishments (FSEs) discharging to the sanitary sewer system; Integrates the WSSC's policies with Federal and State requirements and the WSSC's Plumbing and Fuel Gas Code, as well as with programs of the Counties' Health Departments and Departments of Environmental Protection; Performs other duties as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of the principles and practices of commercial food service establishment (FSE) fats, oils, and grease (FOG) control and processes; extensive knowledge of environmental laws, regulations, policies, and procedures governing or related to pretreatment and industrial waste sampling; thorough knowledge of chemistry and biology as they relate to environmental issues; Familiarity with plumbing and grease abatement technology, installation, operation, and maintenance; ability to interpret complex engineering plans and grease abatement systems for FSEs; ability to perform scientific and investigative research and prepare reports; Ability to work effectively with government officials, industrial and commercial representatives, consultants, Commission employees, and the general public;
Ability to guide subordinate staff through the development of a new and rapidly evolving program; Ability to communicate effectively, both orally and in writing; ability to exercise independent judgment and work with a minimum of supervision; Proficiency with the Microsoft Office Suite and WebMap/GIS applications.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor's degree in biology, chemistry, environmental science, environmental engineering, law enforcement, construction management/design, or a related scientific field and five years of progressively responsible scientific or engineering experience related to water/wastewater treatment and/or industrial pretreatment.
ADDITIONAL REQUIREMENTS: Possession of a valid Maryland State Motor Vehicle Operator's License and the ability to obtain a WSSC Driver's License.
