GENERAL SUMMARY: Performs complex Architect/Engineer (A/E) contracting duties within the Architect/Engineer (A/E) and Construction Group of the Acquisition Office.
ESSENTIAL FUNCTIONS: Performs cradle to grave contract administration on all assigned contracts. Responsible for timely performance and satisfactory quality and quantity of all assigned contracts. Supports the A/E and Construction Group Leader in achievement of strategic and tactical objectives assisting as required with high-profile acquisitions, preparation of contracts and development of customer-oriented processes that are consistent with WSSC policies. Assists in updating WSSC procurement policy and operating procedures involving the integrity of the contract process and enforces compliance with guidance contained therein. Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Ability to conduct effective negotiations for the most complex and difficult contracts and contract modifications and claims, with the ability to maintain the proper degree of business equity when dealing with private industry and in seeking WSSC management approvals.
Ability to lead negotiation teams in negotiating prices, terms and conditions, and settlement for competitively negotiated contracts and for the resolution of complex change orders and claims. Dispute resolution skills in negotiation, mediation, arbitration, litigation and other remedies. Skill in financial and quantitative analysis to analyze contractor financial statements and perform extension computations on cost/price data analysis, including review of cost breakdowns to determine reasonableness. In-depth knowledge of various types of contracts, methods of contracting and selection factors to plan appropriate strategies to procure complex requirements.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS:Bachelor's degree from an accredited college or university in, engineering, construction management, business, public administration or a related field and seven years of progressively responsible experience in procurement and Architectural/Engineering and Construction contract administration. Cradle to grave contract management and administration experience of large-scale operations is required.
ADDITIONAL REQUIREMENTS: A selectee is required to execute a Confidentiality agreement. Certification from an accredited procurement program as a Certified Professional Contracts Manager (CPCM), Certified Construction Manager (CCM), National Contract Management Association (NCMA), Certified Associate Contracts Manager (CACM) or designation as a Federal Government Acquisition Professional certified to Level III (or ability to obtain within 18months of hire).
PREFERENCES: Experience with A/E & Construction contracts; Background in public sector procurement;
Historic orientation and focus toward providing quality and timely Construction contract management and administration; Course work in Negotiations, Cost & Price Analysis, Advanced Construction Contract Management, and Contract Law.
