GENERAL SUMMARY: In team environment, oversees and manages complex projects and contracts within Customer Care Team; performs highly responsible engineering work in the field and office; performs periodic duty assignments and/or shift work; performs related work as required.
ESSENTIAL FUNCTIONS: Leads a team managing complex planning, scheduling, and managing projects/contracts such as emergency contract, outsourcing contracts, transmission projects, water and sewer pipe rehabilitation or other major facilities; or management projects of intending to deliver organizational, program, or corporate benefits and improvements; Performs 24/7 off hour duty assignments in response to emergencies. Responsible for making policy and procedure recommendations to Chief of Customer Care and staff that will enhance the management of the Customer Care contracts; Consults and works with team members from other internal organizations, including senior leadership, in the administration of consultant, Architect/Engineer (A/E) and construction contracts and their associated procurement mechanisms; Reviews project technical, management, and budgetary plans and ensure project compliance with corporate policy and technical specifications;
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems; Ability to organize and lead cross functional project teams; Ability to maintain project team focus and effective structure including the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements; Must possess the knowledge and skills required to effectively access and involve other agencies, internal staff, the general public and special interest communities; Demonstrated team building, group leadership, project management and oral and written communication skills.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor's degree in civil or environmental engineering and three years of progressively responsible senior level experience in the practice of project management.
ADDITIONAL REQUIREMENTS: Possession of a valid driver's license and ability to obtain a WSSC driver's permit. Must obtain Water Distribution Operator's certification and wastewater Collection Operator's certification within two years, and maintain the certifications throughout the time in the position. Holder or ability to obtain CPR and First Aid.
PREFERENCES: Holder of a Professional Engineer license in Maryland or ability to obtain one via reciprocity.
Completion of Construction Management Technology Program (MEPM). Graduate certificate in Engineering Project Management (GCPM).
