GENERAL SUMMARY: Plans, manages, and supervises the work activities and operations of Employee Relations & Talent Management Group within the Human Resources Office. The Human Resources Manager is a strategic business partner and internal consultant to Team management in the lead role of organizational performance.
ESSENTIAL FUNCTIONS: Has leadership/primary responsibility for employee and labor relations, employment, policy development and management; Plans, directs, coordinates and supervises the work of professional and support personnel who are engaged in providing a comprehensive range of generalist support to Commission Business Groups; Provides guidance to managers within the various Business Groups on the management of the Commission's Performance Management System; Provides managers and employees within the various Business Groups with advice and assistance in the interpretation and application of Human Resources Policies and Procedures; Provides leadership in the interpretation and application of Collective Bargaining Agreements; Is a member of the Commission's negotiations team during collective bargaining; Manages the various grievance procedures provided under the Human Resources Policies and/or Collective Bargaining Agreements; Assists in case management for a business Group for Human Resources Policies governing application of leave, light duty, return to work, etc.; Supervises, directly or indirectly, all Employee Relations and Talent Management Group personnel including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination; Performs other duties as assigned.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the theory, principles, business practices, and statutory requirements for managing one of the above Human Resources Groups; Considerable knowledge of the principles and practices of business management; Knowledge of the principles and practices of human resources management; Ability to manage a small to medium number of employees; Ability to communicate effectively both orally and in writing; Ability to provide leadership and direction for assigned staff; Ability to work cooperatively with subordinates, peers and supervisors in a team-based environment; ability to make independent decisions, solve problems and implement those decisions; Ability to exercise sound judgment; Ability to use standard office automation software.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor's degree in Human Resources Management, business administration, public administration, or related field and ten years of progressively responsible professional work in the field, including three years as a program manager.
ADDITIONAL REQUIREMENTS: 1. Completion of and adherence to a written confidentiality agreement. 2. Possession of a professional certification as SPHR (Senior Professional Human Resources), PHR, CPLP, CCP (Certified Compensation Professional), or CEBS (Certified Employee Benefits Specialist) as designated in the jobs above at time of employment or within 24 months of the time of employment.
PREFERENCES: Masters degree in Human Resources Management. SPHR certification for designated positions/jobs.
