GENERAL SUMMARY: Performs general construction contracting duties within a team setting.

ESSENTIAL FUNCTIONS: Researches sources of supply and collects, analyzes, and uses data for procurement tasks; Stays well-informed as to market (construction materials and labor) prices and product/technological developments; Assists customers with the development of specifications and statements of work; Analyzes and evaluates responses to solicitations for conformance to procurement requirements such as insurance, bonds, and scope of work; Prepares, awards, and administers construction contracts and/or purchase orders including monitoring contractor's deliverables and performance, changes/modifications, and contract closeout; Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: General knowledge of business principles and practices, purchasing, contracting, negotiating, research, finance, accounting, and relationship management principles and practices; Ability to perform cradle-to-grave contracting work; Ability to provide technical support to a team on procurements; Ability to write clearly and concisely using proper language and grammar; Ability to demonstrate good judgment in applying laws, regulations, policies and procedures; Ability to effectively manage workload within a team setting; Ability to practice effective time management; Ability to promptly respond with courtesy to requests and complaints from the general public, vendors, customers, co-workers and external government agencies and work proactively to resolve issues; Ability to actively collaborate with team members to accomplish team objectives.

MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor's degree in business, engineering, construction management, public administration or a related field and two years of technical experience in contracts formation and/or administration OR A high school diploma and eight years of technical experience in contracts formation and/or administration.

PREFERENCE: Experience working with construction contacts. Certification for Public Purchasing Officer (CPPO), Certified Purchasing Manager (C.P.M.), Certified Professional Contracts Manager (CPCM), Certified in Production and Inventory Management (CPIM), Certified Construction Manager (CCM), Federal Acquisition Professional Level I, or equivalent.
