GENERAL SUMMARY: The Senior Development Project Manager (SDPM) serves in the Development Design Unit of the Development Services Group with the primary responsibility to review and support the review of water and sewer extension project designs and provide support during the construction phase.
ESSENTIAL FUNCTIONS: The SDPM has all the essential functions of the DPMII along with the following additional functions: Makes recommendations on assignment of work to other DPMs based on complexity of project and skill level of available DPMs; Review the work of other DPMs; Develops, designs, and provides design training for WSSC Built Projects and reviewer training for Developer Built Projects; Resolves design conflicts between DPMs and applicants and/or applicant's engineer; Provides overall monitoring and coordination of project activities to meet time and cost parameters. Acts as the Unit Coordinator in their absence; Performs other duties as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: The SDPM must have all the knowledge, skills, and abilities as the DPM II. In addition, the SDPM must be fully knowledgeable in the following areas: Principles and practices of water and sewer planning, design and construction work, underground utility construction and inspection, engineering design, and environmental control; WSSC water and sewer processes; CIP document format and process; Design of pressure sewer systems and their components ,pressure zones and PRV function and design appropriate tunneling sizes and techniques; DS process; SDC credit procedures; The SDPM must have a working knowledge of prioritizing, tracking, and coordinating multiple projects and have excellent project planning and management skills and the ability to use that understanding to keep projects on schedule and under budget; The SDPM must have excellent oral and written communication skills; excellent interpersonal skills and leadership skills; and extensive experience in water and sewer pipeline design.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: High school diploma or equivalent plus a minimum of 10 years of progressively responsible engineering-related experience including reading plans with profiles, design, design review, and working with the public or customers, and usage of pertinent software applications (i.e. MS Word, Excel, Outlook, CADD), and also, including one year of prioritizing, tracking and coordinating multiple projects OR a degree in Civil Engineering and five years of progressively responsible engineering-related experience including reading plans with profiles, design, design review and working with the public or customers, and usage of pertinent software applications (i.e. MS Word, Excel, Outlook, CADD) and also, including one year of prioritizing, tracking and coordinating multiple projects.
PREFERENCES: Experience and training performing water and sewer design using CADD.
