GENERAL SUMMARY: Performs highly responsible supervisory and senior level mechanical engineering work in the field, plant, and/or office.
ESSENTIAL FUNCTIONS: Assists in the formulation of long-range programs for improvements in the overall utilities program; Oversees consultants and other employees in the design of a variety of Commission projects;
Supervises the preparation or review of plans, specifications, estimates, and contract documents; Performs research and develops plans and/or specifications for the purchase and installation of new equipment, engineering supplies, or maintenance materials; Reviews standards, plans, specifications, and contractual documents for adequacy and clarity; Oversees Engineers and Engineering Assistants in preparing plans, specifications, evaluating and testing materials, and making preliminary mechanical layouts; Prepares project engineering cost estimates; Performs or takes the lead in complex studies and investigations and prepares engineering reports; Attends necessary meetings and hearings and follows through on recommendations;
Prepares periodic comprehensive reports of activities; Develops mechanical design documents for inclusion in the Commission's Design Manual or other documents; Inspects construction work in progress and on completion for adherence to plans and specifications, and for quality of materials and workmanship; May take the lead in developing and managing consultant contracts related to engineering services; Performs other duties as required.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the principles and practices of mechanical engineering; Considerable knowledge of modern methods and techniques as applied to design, material evaluation, construction, and maintenance of water and wastewater utilities; Ability to perform professional and technical research work and to render reliable advice on difficult engineering problems;
Ability to plan, assign and supervise the work of professional engineers, other engineering and administrative personnel; Ability to apply engineering knowledge of specific administrative, professional, technical, and field problems; Ability to prepare and effectively present highly technical and complex engineering reports and estimates both orally and in writing; Ability to work with vendors, contractors, and the general public and to effect satisfactory working relationships with Commission personnel; Good professional engineering judgment.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor¿s degree in mechanical engineering and three years of experience in the practice of professional mechanical engineering.
