GENERAL SUMMARY: Performs independently responsible, professional and administrative work.
ESSENTIAL FUNCTIONS: Performs detailed fact gathering, data compilation, and report writing on budgets, organizations, personnel staffing, operations, and administrative systems; Studies management methods in order to improve workflow, simplify reporting procedures, or implement cost reductions; Analyzes operating practices, such as record keeping systems, forms control, office layout, suggestion systems, personnel requirements, and performance standards to create new systems or revise established procedures; Coordinates collection and preparation of operating reports, such as time and attendance records, terminations, new hires, transfers, budget expenditures, and statistical records of performance data;
Prepares and presents oral and written reports including conclusions and recommendations for solution of administrative problems or procedures; Receives requests and complaints from the public concerning administrative actions of the Commission, channels the requests to appropriate officials, follows up on the corrective actions, and sees that replies to the inquiries are given; Prepares, monitors and controls annual budget submissions and provides up-to-date status reports on expenditures, projects and related items;
Issues and interprets operating policies; Represents superior at meeting he/she is unable to attend;
Reviews memoranda, reports and similar material for the purpose of summarizing and making recommendations concerning same; Coordinates the schedules of several professional/management individuals and arranges for meetings with outside parties; Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Thorough knowledge of the principles and methods of public administration; Thorough knowledge of the principles and practices of budgetary preparation and control;
Thorough knowledge of the principles and methods of data gathering and compilation; Ability to write clear concise reports, memoranda, directives and letters; Ability to develop comprehensive plans from general supervision and with only general direction; Ability to plan, assign and supervise the work of others;
Ability to meet the public and discuss problems and complaints tactfully, courteously and effectively; Ability to establish and maintain effective working relationships with internal and external contacts.
MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelor's degree and two years of responsible professional or supervisory experience in the field of public administration, business management.
PREFERENCE: Advanced proficiency with Excel, PowerPoint and Visio; Proficient in Microsoft Project;
Experience with tracking projects.
