SUMMARY
Alters the sewer usage charges of the Washington Suburban Sanitary Commission (WSSC) from being based on water consumption from the properties connected to the WSSC's sewerage system to being based on the actual amount of water that enters into the WSSC's sewerage system from the properties connected to the WSSC's sewerage system.
