This Group provides project support services by developing construction contract specifications, bid and other cost estimates for asset construction. The Group is also responsible for in-house design & evaluation for process-systems, plant modifications and other retrofit engineering support and special projects. Part of the Technical Services Group mandate is to also maintain WSSC's Surveying and Property Acquisition operations, including geodetic control.
The Land Unit is tasked with providing survey capabilities for the Commission; this entails Boundary, Topographic and Construction surveying. The unit is also responsible for Property Acquisition which entails the transfer of land and the reviewing, negotiating, of Easements for the Commission's abundant water and sewer system. The Land Unit also provides Records Management for the Commission's Engineering & Construction Team along with overseeing the Commission's CAD Standards.
Civil Engineering
Civil Engineering Support is a newly established and expanding activity in the Group to provide in-house expertise in general civil, hydraulic, structural, corrosion and geotechnical engineering to support the UMP as well as other capital, operations and maintenance activity. This activity will provide civil engineering technical guidance to the Commission through the review of in-house and consultant pipeline and facility project designs and specification documents, providing technical consultations and design report review, review of shop drawings, preparation of in-house specialty and emergency designs, design support during construction, development and management of the Pipeline Design Manual, the Standard Details for Construction, the Facility Design Guidelines as well as provide recommendations and preparation of specifications.
Contract Services
Contract Services consists of two major elements:
- Preparation and administration of construction Contract Documents
- Preparation of estimates for construction projects.
The preparation and administration of Construction Contract Documents is a crucial function performed on a routine basis which includes:
- Producing biddable contract documents for all construction projects.
- Providing material take-offs for WSSC supplied materials and providing this information to the warehouse for Contractors pickhip of these materials.
- Providing Engineers estimates for contracts for bid solicitation. These estimates are used to validate bid responses and assess contract market response and efficieinceis in the bidding process.
- Providing construction cost estimats for Memorandums of Understanding, Inspection-only contracts and agreements, Change Orders and estimates supporting other WSSC programs.
GIS Services
GIS Services activity supports the mapping of water and sewer infrastructure into GIS, including both the geographic location and the corresponding attribute data. Services also include the quality control and incorporation of CAD data from internal and external design consultants to populate GIS. Additional services are Webmap Quality Control, MMIS inventory, updates on the 200’ sheet Mylar records, the scanning and upload of record drawings into WSSC Webmap. The mapping tasks are reviewed and quality checked for accuracy and completeness and entered into the Webmap platform. This activity focuses on the business portion of GIS development. The GIS Program Manager has the unique responsibilities of supporting business needs while understanding the technology available and necessary to accomplish goals, bridging all gaps between the users (internal and external), IT and other public agencies.
Engineering Support
Electrical/Mechanical Engineering Support focuses on providing technical support of on-going project delivery and related programs, as well as research and evaluation of associated materials and methods. Staff considers emerging technologies, as well as traditional practices, to improve the way WSSC engineers its existing & future assets. Currently the activity consists of four major elements:
- Facility Master Plans,
- Standardization
- In-House Engineering and
- Technical Support.
