SLMBE Compliance

Minority Business Enterprise/Small Local Business EnterpriseWSSC monitors monthly contract compliance to ensure that the subcontractor participation listed in bids, proposal and statements of qualification is achieved throughout the duration of a contract.  This requires tracking and reporting subcontractor utilization in SymTrac™ and imposes penalties for failure to pay a listed subcontractor for work performed.

SymTrac™ - Web-based Compliance Tool:

SymTrac™, WSSC’s web-based compliance tool was implemented in October of 2005. SymTrac™ primary focus is geared towards monitoring, tracking and reporting mandated and/or voluntary subcontracting compliance requirements.  SymTrac™ tracks the participation of all subcontractors including certified Minority Business Enterprise [MBE] and Small Local Business Enterprise [SLBE] firms and majority-owned firms.

SymTrac™ reporting is a contractual requirement

SymTrac™ allows Prime Contractors to add subcontracting plans and document payments made to submitted invoices and allows Subcontractors to submit their invoices and validate payments. Finally, no Notice to Proceed (NTP) will be issued until a subcontracting plan has been entered by the Prime Contractor and approved by the SLMBE Office via SymTrac™.

Vendors may obtain a Login ID and Password by contacting the SLMBE Office via email at SLMBE@wsscwater.com or by calling 301-206-8800. The SLMBE Office holds SymTrac™ Hands-On training classes twice a month.
