Development Services Group Leader
This Group is responsible for managing the process for the planning and design, and administration of water and sewer main extensions, and preparing contract drawings for service extensions to single homes and homes with failing wells and/or septic systems. The Group is also responsible for the review and issuance of all plumbing, gasfitting and house connection applications, collection of related fees and charges, and review and processing of all onsite plans, service connection submittals, and applicant-built construction packages.

Environmental Group Leader
The Environmental Group’s mission is to provide technical leadership/support for protecting the environment associated with the Commission's projects, and to support the Commission's efforts for providing safe drinking water and wastewater services in a cost effective manner. The Group manages nine activities which include: 1) treatment process engineering; 2) technical liaison for research and regulatory activities; 3) support for NPDES permits and grant efforts; 4) protection and management of the Commission's reservoirs/source water watersheds; 5) protective measures for contaminated wastes/sites and controlled chemicals; 6) environmental assessments and enforcement of two regulatory compliance programs; 7) tree plantings and landscaping; 8) modeling of treatment processes and natural systems, and 9) liaison with environmental organizations and Groups.

Planning Group Leader
This Group is responsible for determining when facilities and major pipelines will reach capacity through an analysis of existing water demand and sewer flows, input from the Counties' Ten Year Plan, and the population/employee growth projections by the Maryland-National Capital Park and Planning Commission.

Bill Cantwell
Process Control Group Leader
This Group is responsible for directing the overall strategy for process control initiatives and projects in the Commission. This Group is responsible for designing, developing, implementing, and troubleshooting process control and related database systems at our facilities including SCADA. In addition, we investigate and justify control system modifications to reduce cost while increasing product quality and reliability. Our goals are: less attended water and wastewater plant operations, optimized chemical feed operations, and maximized energy savings.

Project Delivery Group Leader (Acting)
This Group administers and manages facility planning studies, special projects, and other miscellaneous contracts; facility and major pipeline designs; and the construction management and inspection of major facility projects.

Regulatory Services Group Leader
This Group is responsible for the federally mandated pretreatment program and enforcement of the Plumbing and Gasfitting Regulations. The Group regulates discharges into the sewer system, samples discharges from industrial users, conducts investigations, and responds to spills of hazardous materials entering the sewer system. In addition, the Group inspects the work of plumbers, gas fitters, septic haulers, and cross connection mechanics in the Sanitary District; and manages the fat, oil, and grease program, the cross connection control program, and the mechanical plans review.

Infrastructure Systems Group Leader
This Group is responsible for the investigation and analysis of existing water and sewer pipeline systems to include flow monitoring, inspection, and evaluation; plans and designs contracts under the water replacement program, the water main cleaning and lining program and the sewer rehabilitation program; administers non-destructive testing and inspection of pre-stressed concrete cylinder pipe; conducts dam monitoring, inspection, analysis and repair; conducts corrosion monitoring and protection design and installation; plans and designs contracts for facilities improvements; develops and maintains design and construction standards and guidelines; reviews and approves State, County, Municipal and private developer road improvement projects; reviews and approves land improvements within WSSC rights-of-way and approves street abandonments; reviews sewer house connections for replacement; and provides technical support to other Groups in disciplines such as structural, geotechnical hydraulic, corrosion and general civil engineering.

Systems Inspection Group Leader
This Group is responsible for the contract management and inspection of construction contracts for water supply and wastewater pipelines. The inspection of paving and sod installation, soil compaction, new and renewed house connections, cleaning and lining of water mains, sewer rehabilitation, and water main replacement is also managed under this Group.

Technical Services Group Leader
This Group provides project and program support services for capital construction, reconstruction, and procurement by developing construction contract specifications and bid documents; engineer's and other cost estimates for bid & proposal-based asset construction; close-out and service connection recordation for developer and third party constructed facilities; change order and claims costing and settlement support and insurance and bond verification for procurement contracts. This Group also provides in-house design & evaluation for process-systems, plant modifications and other retrofit engineering support and special projects. They maintain WSSC's surveying and property acquisition operations, including inter-agency and public geodetic control.
