Job Description

This is a non-merit, employment-at-will contract position.

Responsible for managing a team of QA Analysts and QA Process Coordinators with a focus on leadership, communication and business benefits while leading the testing process at WSSC.

    ESSENTIAL FUNCTIONS:
  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination;
  • Interfaces with Business, Users, and members of various IT and project teams to participate in the requirements review for QA testing for application changes and projects;
  • Guides team in the development of standards and processes throughout the Software Cycle and the benefits of adherence to standards and processes;
  • Educates WSSC staff on project deliverables in SDLC and its use to other project team members;
  • Ensures standards are being followed for the SDLC; identify gaps in standards, to enable testing standards to be adhered to;
  • Reviews, analyzes, and evaluates the SDLC processes with emphasis on QA process to ensure testing will flush out potential issues with existing application changes or new development effort(s);
  • Perform other duties as assigned.


  • REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • In-depth knowledge of SDLC and user methodologies;
  • Familiarity with test cases and new system testing, and regression testing practices;
  • Familiarity with databases, such as Oracle, SQL Server, Access, IDMS.


  • MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS:
  • Bachelor's degree in IT, MIS, Computer Science or related field;
  • 8 years of experience in a software testing, QA environment that includes:
    1. 5 years managing a QA Team;
    2. 2 years business experience in a utility and/or service related business;
    3. Experience in dealing with multiple projects and cross-functional teams (users and developers);
    4. Experience in software engineering, software testing - manual and/or automation;
    5. Experience with standard SDLC methodologies in enterprise grade applications;
    6. Experience with at least one major test automation tools and /or defect tracking such as Mercury Interactive.

    OR
  • High School diploma or equivalent;
  • 14 years of experience in a software testing, QA environment that includes:
    1. 5 years managing a QA Team;
    2. 2 years business experience in a utility and/or service related business;
    3. Experience in dealing with multiple projects and cross-functional teams (users and developers);
    4. Experience in software engineering, software testing - manual and/or automation;
    5. Experience with standard SDLC methodologies in enterprise grade applications;
    6. Experience with at least one major test automation tools and /or defect tracking such as Mercury Interactive.


    ADDITIONAL REQUIREMENTS: Completion of the Washington Suburban Sanitary Commission Financial Disclosure Statement within 30 days of employment and annually thereafter.

    PREFERENCES:
  • Master's Degree in IT, MIS, Computer Science or related field is preferred;
  • Familiarity with Oracle Financials related to EAM / ERP (Enterprise Asset and Resource Planning) Applications is a plus;
  • Familiarity with GIS software is a plus;
  • Experience as an application or enterprise solutions developer with software programming scripts/languages such as PL/SQL orGIS
  • Additional related certifications;
  • PMP certification or related training;
  • Broad understanding of water/wastewater utility operational systems.
