Job Description

This is a non-merit, employment-at-will contract position.

Leads an application development group in the development, installation, modification and maintenance of a variety of application systems supporting functions of the Commission's Customer Care team.

    ESSENTIAL FUNCTIONS:
  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination;
  • Manages all aspects of Customer Care Information System (CCIS) and related applications support and operations, including plans, designs, implementation, upgrade, support and maintenance functions;
  • Monitors and evaluates the performance of staff and business processes to assist in streamlining tasks and initiating new or revised systems;
  • Assists members on issues that they may encounter in the design and implementation of solutions;
  • Interfaces with middle and senior level executive end users to develop client "buy in" and support, develop business implementation strategies, formulate project plans, and address specific issues that may arise during an CCIS system update/upgrade as well as on going support of CCIS application production environment;
  • Coordinates major upgrades with the DBA team;
  • Perform other duties as assigned.


  • REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
  • Diverse knowledge of and experience with multiple programming languages, including COBOL, EZTRIEVE, Web
  • Focus, JAVA/J2EE, UNIX and SQL programming languages;
  • Diverse knowledge of several development tools, such as CA-PANVALET, TSO/ISPF, CICS, SDSF, VSAM, OS/390 JCL, FTP, and JES2;
  • Working knowledge of relational databases, such as IDMS, SQL Server, and Oracle.


  • MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS:
  • Bachelor's Degree in Computer Science, Information Technology, Business or related field;
  • 8 years of progressive experience supporting Utility customer billing systems that includes 5 years managing technology teams;
  • Experience conducting business analysis, gap analysis, requirements modeling, and analysis tools and techniques;
  • Experience in both legacy (COBOL) and modern languages (Java) and in implementing interoperability between legacy and modern systems;
  • Experience in reviewing architectural structures, identification of architectural issues.

  • OR
  • High School diploma or equivalent;
  • 14 years of progressive experience supporting Utility customer billing systems that includes 5 years managing technology teams;
  • Experience conducting business analysis, gap analysis, requirements modeling, and analysis tools and techniques;
  • Experience in both legacy (COBOL) and modern languages (Java) and in implementing interoperability between legacy and modern systems;
  • Experience in reviewing architectural structures, identification of architectural issues.


  • ADDITIONAL REQUIREMENTS: Completion of the Washington Suburban Sanitary Commission Financial Disclosure Statement within 30 days of employment and annually thereafter.

    PREFERENCES:
  • Master¿s Degree in Computer Science or related field;
  • Experience with HATS/Websphere/MQ implementations;
  • Familiarity with both invasive and non-invasive legacy extension technologies;
  • Experience in educating technology staff and business users on appropriate SDLC methodologies;
  • Experience with applications supporting plant operations;
  • Experience in the water and wastewater utility industry;
  • PMP certification or other recognized management training;
  • Additional related certifications.
